User Pay Differential

Good afternoon everyone, I have an odd shift differential computing question....

Our staff get a shift differential of $3 per hour if more than half of their shift is worked between 3pm - 11pm and they get $10 per hour extra if they work more than half of their scheduled shift between 11pm and 7am. Also, this shift diff needs to be divided by the half hour and again by the # of sites they are supporting (reflected as "PART" in table)

I have my spreadsheet completed that computes everything and this is the only thing left to add.. I have attached the schedule sheet and the table data produced from my script and macros...

I am hopeful this is a formula that can be added to the table instead of a different sheet if at all possible. But, anything would work at this point.
