Calculate Day/Night Shifts using Military Time with 4 hour difference

So I've been trying to figure out a formula for how to determine if an employee worked at least 4 hours of overtime. I use military time and also have to calculate overnight staff, plus a half hour unpaid break for employees that work at least 6 hours. I've attached a file as an example. Any help would be greatly appreciated!
